Smart Labels Meet Europe’s New Packaging Rules

Welcome to Tracking Tuesday.

This week’s Tracking Tuesday examines what PPWR could mean for BLE and cellular tracking labels—including batteries, electronics, adhesives, recyclability and supplier documentation.

I also look at two important developments in visibility software:

• project44’s proposed freight “world model”, designed to simulate possible outcomes rather than produce a single ETA
• Nippon Express’s new NX-VISTA platform, connecting shipment tracking with orders and inventory

The common thread is clear: tracking technology must now be judged by the consequences it helps businesses manage—not simply the location data it collects.

Why disposable trackers must now be designed for the journey after delivery

Real-time tracking labels are becoming thinner, cheaper and easier to deploy at shipment level. But the industry has concentrated primarily on what happens between dispatch and delivery:

  • How long will the battery last?
  • How frequently will the label report?
  • Will it work inside vehicles and buildings?
  • Can it travel safely by air?
  • What will each tracked shipment cost?

Europe’s new packaging rules introduce another question:

What happens to the tracking label when the shipment reaches its destination and the packaging enters a recycling or waste stream?

The EU’s Packaging and Packaging Waste Regulation, commonly known as PPWR, began applying across the European Union on 12 August 2026.

The regulation does not automatically mean that every electronic tracking label will be treated identically or that all future requirements apply immediately. Nevertheless, it changes the product-evaluation environment for organisations using disposable BLE, cellular and sensor-enabled labels.

Manufacturers and importers can expect increasingly detailed questions about materials, batteries, adhesives, electronic components, separation and end-of-life handling.

PPWR has moved from preparation to implementation

The European Commission confirmed that PPWR began applying on 12 August 2026.

The regulation creates a more harmonised framework covering the lifecycle of packaging placed on the EU market, including imported packaging. Its objectives include:

  • Reducing packaging waste
  • Improving recyclability
  • Increasing the use of recycled material
  • Encouraging reuse
  • Harmonising packaging requirements across EU countries
  • Improving the operation of recycling and waste systems

Not every obligation arrived on 12 August. The requirements are being introduced in phases.

Restrictions on PFAS in food-contact packaging are among the measures applying now. Harmonised packaging labels are expected from 2028, while important recyclability, recycled-content and waste-prevention requirements apply later.

The direction of travel, however, is already clear: packaging will increasingly need to be designed, documented and evaluated as part of a circular material system.

Is a smart tracker part of the packaging?

This is where the question becomes more complicated.

A disposable tracker might be:

  • Supplied as part of the original packaging
  • Applied to a carton immediately before dispatch
  • Added by a logistics provider
  • Attached temporarily and removed after delivery
  • Designed for disposal with the packaging
  • Collected for reuse, recycling or specialist treatment

Those different arrangements may produce different regulatory responsibilities.

The label itself might also combine:

  • Printed packaging material
  • Plastic or paper laminate
  • Pressure-sensitive adhesive
  • Conductive ink or a conventional antenna
  • A printed or thin-film battery
  • A small circuit board
  • Temperature, light, shock or humidity sensors
  • Electronic identification and communications components

This is no longer a conventional barcode label.

It is a small electronic device attached to a package—and its environmental impact does not disappear simply because the device is thin or inexpensive.

The precise classification should be assessed against the product architecture and intended use. Businesses should obtain appropriate legal and regulatory advice rather than assume that describing a device as a “label” settles the issue.

Seven questions buyers should ask smart-label suppliers

Organisations evaluating disposable tracking labels should begin requesting more complete supplier evidence.

1. What materials are used?

Suppliers should be able to identify the principal materials used in the label, battery, antenna, enclosure, adhesive and protective layers.

A generic statement that the device is “environmentally friendly” is not sufficient.

2. What type of battery is inside?

The battery chemistry affects transportation, disposal and potential recycling.

Buyers should ask whether the battery contains lithium, how it is activated and whether it can be separated from the rest of the label.

3. Can the tracker be removed easily?

A tracker designed to peel away cleanly at the destination may present a different end-of-life pathway from one permanently bonded to a corrugated carton, plastic tote or insulated shipper.

The strength and composition of the adhesive therefore matter.

4. Does the label interfere with recycling?

Electronic components, batteries, metallic antenna structures and laminates may affect the recycling process if they remain attached to the packaging.

Suppliers should explain what happens when the tracked carton enters a normal paper or cardboard recycling stream.

5. Who is responsible at the destination?

A sustainable disposal instruction is of limited value if the warehouse, retailer, pharmacy or consumer receiving the package does not know what to do.

Deployments need a practical process, not merely a statement in a technical document.

6. What documentation is available?

European customers and importers may need declarations covering composition, substances, battery chemistry, transportation, disposal and other applicable requirements.

Manufacturers outside Europe should be prepared to provide evidence suitable for European procurement and compliance teams.

7. Could the device be recovered or reused?

Some trackers are designed for one shipment; others can be recovered and reactivated within their operating life.

Recovery is not automatically the most sustainable option because return transport and handling also have an environmental cost. But it should be assessed rather than dismissed.

Disposable tracking can still create environmental value

This should not become a simplistic argument that disposable trackers are inherently unsustainable.

Shipment-level monitoring may reduce:

  • Spoiled pharmaceutical and food products
  • Emergency replacement shipments
  • Unnecessary safety stock
  • Lost or stolen products
  • Customer disputes
  • Packaging failures
  • Unsuccessful deliveries
  • Expedited transport and avoidable air freight

A small electronic label could prevent the destruction or replacement of a much more valuable and environmentally intensive product.

The correct question is therefore not simply:

Does the tracker create waste?

It is:

Does the complete tracking system prevent more waste and emissions than it creates—and can that benefit be demonstrated?

That requires lifecycle evidence and operational data rather than green claims based solely on a tracker’s size.

Visibility platforms are also moving beyond the tracking map

Two other developments this week show that the software surrounding tracking devices is changing just as quickly as the hardware.

project44 proposes a freight “world model”

On 17 August, project44 described a five-layer AI architecture intended to simulate possible shipment outcomes, identify causes and recommend actions.

The company’s proposed freight world model connects:

  1. Shipment, carrier, facility and lane data
  2. The dynamics of the freight network
  3. Simulation of possible outcomes
  4. Causal reasoning
  5. Decision optimisation

Instead of producing one predicted arrival time, the system is intended to assess alternative routes, weather, congestion, carrier reliability, geopolitical disruption, cost and theft exposure.

This is an important direction, but buyers should distinguish the architecture and roadmap from independently proven operational results.

A world model trained on incomplete or inaccurate tracking data could simulate the wrong future with impressive confidence. Data quality, probability calibration, explanations and human control remain critical.

The significance is not the fashionable terminology. It is the movement from:

Where is my shipment?

to:

What is likely to happen, why is it happening, and what should we do next?

That transition appears to be attracting serious customer spending. In separately published company results, project44 reported 34% year-on-year growth in new shipper annual recurring revenue, two seven-figure agreements and its first customer worth $5 million in annual recurring revenue.

These are company-reported figures, but the increase in average contract values suggests that some enterprise buyers are moving from isolated visibility projects towards broader operational platforms.

Nippon Express connects shipments with orders and inventory

Nippon Express launched NX-VISTA on 17 August, bringing order, shipment and inventory information into one platform.

Using purchase-order and item numbers, NX-VISTA connects:

  • Supplier shipping information
  • Multi-carrier tracking data
  • Warehouse inventory
  • Production, sales and inventory balances
  • Order-to-delivery progress

This matters because a delay has no fixed business value in isolation.

A shipment running two days late may be harmless when sufficient inventory is available. The same delay could stop production, create a stockout or break an important customer commitment when inventory is critically low.

Visibility becomes more valuable when the system understands what the shipment contains, where it is needed and what happens if it does not arrive.

Nippon Express says future development will include risk-management features, APIs, mobile access, KPI reporting and an AI chatbot. Those additions should currently be treated as roadmap items rather than existing capabilities.

The common thread: tracking must connect to consequences

The week’s three leading developments initially appear unrelated:

  • New European packaging requirements
  • A proposed AI freight world model
  • A platform connecting transport with orders and inventory

They are connected by one underlying change.

Tracking technology is being evaluated against the consequences it creates—not merely the location points it collects.

For a smart label, that includes the environmental and compliance consequences after delivery.

For a visibility platform, it includes the operational consequences of a late, damaged or diverted shipment.

For an AI model, it includes whether a recommendation can be explained, trusted and acted upon.

What tracking buyers should do next

Review connected-label documentation

Ask suppliers for materials, battery, adhesive, transport, disposal and recycling documentation before moving from a trial to a high-volume deployment.

Model the entire tracker lifecycle

Include production, shipping, activation, operating life, removal, return transport and disposal in the environmental and commercial evaluation.

Connect tracking data to business context

Location and condition data become more useful when combined with purchase orders, inventory, product value, customer commitments and defined intervention procedures.

Test AI recommendations against real outcomes

Measure avoided losses, successful interventions, on-time delivery, inventory impact and total cost—not simply the number of predictions or alerts produced.

Tracking Tuesday verdict

The next phase of shipment visibility will not be won solely by producing a cheaper tracker or adding another AI assistant to a dashboard.

Successful systems will need to connect three forms of intelligence:

  1. Physical intelligence: Where is the shipment and what condition is it in?
  2. Operational intelligence: What does the event mean for inventory, production and customers?
  3. Lifecycle intelligence: What happens to the device and packaging after the shipment finishes?

For disposable smart-label suppliers, PPWR should be treated as an early product-design and customer-readiness signal.

For visibility-platform buyers, project44 and NX-VISTA demonstrate that the market is moving beyond dots on maps.

The industry’s most important question is no longer simply whether something can be tracked.

It is whether the complete tracking system produces a better operational—and increasingly environmental—outcome.
